Owing to the ongoing and fluid nature of the COVID-19 situation globally,
announced activities might be postponed or cancelled at any time and
without notice.

4X - 4X0AAP is a special callsign for the Israel Amateur Radio Club to
celebrate the recently signed Abraham Accords Peace Agreement (the
treaty of full normalization between the United Arab Emirates and
Israel) between 16 October and 1 November. More than seventy opera-
tors will be QRV from their home stations, and will append a serial
number to the special callsign (4X0AAP/1, 4X0AAP/2, etc). QSL via
4X6ZM.
7Q - Russian Robinson Club's members RA1ZZ, R7AL and RZ3K plan to be
active as 7Q7RU from near Embangweni, Malawi on 7-18 November. They
will operate CW, SSB and FT8 (F/H mode) on 160-10 metres with three
stations and a focus on the low bands . QSL via Club Log'OQRS and

9M2 - 9M4S, the amateur radio station of the World Scout Bureau, will be
activated this weekend from Kuala Lumpur (West Malaysia) during the
63rd Jamboree On The Air (JOTA).
A6 - Similarly celebrating the Abraham Accords Peace Agreement, the
Emirates Amateur Radio Society will be active as A60AAP between 16
October and 1 November. QSL via EA7FTR. Also look for A60AAP/1,
A60AAP/2, etc. (see qrz.com for the QSL routes).
CE - Radio Club Copiapo (CE1CPI) will operate special callsign XR33M
from 13 October to 13 November. Look for activity on 80-6 metres
SSB, CW and digital modes. This operation commemorates the tenth
anniversary of the Copiapo mining accident, when 33 miners were
rescued after being trapped 700 metres underground in a copper-gold
mine in the Atacama Desert for 69 days. All QSOs will be confirmed
automatically via the bureau; direct cards via LZ1JZ.
CN - 5E1EC is a special callsign that a group of friends will be using
on 23-31 October in memory of the late Boumehdi El Moujahid (CN8EC)
who passed away on 16 September. QSL via RW6HS.
9M6 - Saty, JE1JKL will be active again as 9M6NA (East Malaysia) during
the CQ WW DX SSB (24-25 October). He will be QRV on 40-10 metres;
the station will be remotely operated, thus this activity will not
be eligible for IOTA credit. QSL via LoTW and Club Log's OQRS. [TNX

F - The Radio Club EME Phoceen, F5KDK will be active from Ile Ratonneau
(EU-095) on 17-18 October for the Jamboree On The Air. The opera-
tors will be F4IDX, F4VSQ and F5SDD, along with some 20 scouts and
guides. Look for activity on 3690, 7090, 7190 and 14290 kHz. QSL
via F5SDD.
F - The Radio Club Vendeen (F6KUF) will be active as TM9VG on 1-15
November to celebrate the ninth edition of the Vendee Globe, which
will set sail from Les Sables d'Olonne on 8 November. QSL via F6KUF
(bureau) or F5OEV (direct). The Vendee Globe is the only round-the-
world single-handed yacht race that is sailed non-stop and without
assistance.
G - Larry, G4HLN will be active as GB4CKS on 1-14 November. He will
operate CW and some SSB on 40-10 metres. The special callsign com-
memorates the 85th anniversary of the death of Australian record-
setting aviator Sir Charles Kingsford Smith, who disappeared off
the coast of Myanmar whilst attempting to break the England-
Australia speed record (8 November 1935). QSL via G4HLN, direct or
bureau.
I - ARI Firenze will run scout station II5BP during this weekend's
Jamboree On The Air (JOTA). QSL via the bureau to IW5EGT.
LU_ant - Ramon, LU3HRS is active throughout October as LU1ZG from the
Argentine Antarctic base "General Belgrano II". "He is a novice
operator, first time on the air", The Daily DX reports, "and is on
the FT8 mode, QRV since 4 October with activity on 40 and 15m". QSL
for this activity via LoTW, or by the bureau via LU4AA. Please note
that this Antarctic base is located on the Bertrab Nunatak within
the Confin Coast of Coats Land, and IOTA wise counts for AN-016
(not AN-011 as reported elsewhere).
P4 - Depending on travel restrictions, John, W2GD will be active again
as P40W from Aruba (SA-036) on 20-27 October. Main activity will be
during the CQ WW DX SSB Contest; outside the contest he will be QRV
on 160, 30, 17 and 12m as time permits. QSL via LoTW, or direct
only to N2MM. [TNX NG3K]
PA - Frank, PF1SCT will be active as PA5150EVH from 28 October until at
least 31 January 2021 as a tribute to Eddie Van Halen (1955-2020),
legendary guitarist of the rock band Van Halen. QSL via the bureau
to PF1SCT.
SM - Jef DD2CW, Dirk ON3UN and Francis ON6LY will be active again from
SI9AM, the King Chulalongkorn Memorial Amateur Radio Society's
station, on 21-28 October, including an entry in the CQ WW DX SSB
Contest. QSL for this activity via ON3UN, direct or bureau.
SV - Markus, DJ4EL has been active as SV8/DJ4EL since 13 October, and
will remain QRV until 22 October. He is visiting the islands of
Kythira, Antikythira and Makrokythira, which all count for IOTA
group EU-113. He operates SSB mainly on 40, 20, 17 and 15 metres.
QSL via Club Log's OQRS and LoTW.
V3 - Jim, W2JHP will be active holiday style as V31TA from the Turneffe
Islands (NA-123), Belize from 12 October to 8 November. He will
operate SSB and "maybe some digital". QSL direct to EA5GL.
VK - The Australian Rotarians Of Amateur Radio (ROAR) will operate spe-
cial event station VK65PFA between 24 October and 24 November. The
suffix stands for Polio Free Africa, and celebrates the eradication
of the virus that causes poliomyelitis in Africa as announced by
the World Health Organization a couple of months ago. The campaign
to eradicate polio by Rotary International was initiated by
Queensland-born Sir Clement Renouf (1921-2020).
VP9 - Jeff, N1SNB will be active as VP9/N1SNB from Bermuda (NA-005) on
21-26 October, with a focus on the CQ WW DX SSB Contest. QSL via

IARU NEWS ---> The Administrative Council (AC) of the International Amateur
Radio Union (IARU, https://www.iaru.org) held its annual meeting on 8-10
October 2020. The AC is responsible for the policy and management of the
IARU and consists of the three IARU international officers and two represen-
tatives from each of the three IARU regional organizations.
Originally planned to take place in Novi Sad, Serbia, just before the IARU
Region 1 Conference in that city, both the AC meeting and the conference had
to be held virtually owing to Covid-19 travel restrictions. The virtual
meeting format had the benefit of allowing participation by additional ob-
servers from the regional organizations and real-time presentations of re-
ports to the AC from the specialized IARU coordinators and advisors.
Recently appointed EMC Coordinator Dr. Martin Sach (G8KDF) reported on
what is being done on behalf of the IARU in CISPR, the International Special
Committee on Radio Interference. Martin and his predecessor, Tore Worren
(LA9QL), continue to work together to address the need for reasonable stan-
dards to limit the increasing threat of radio spectrum pollution from pro-
liferating digital devices and wireless power transmission.
IARU Beacon Project Coordinator Peter Jennings (AB6WM/VE3SUN) reported on
the status of the HF time-shared beacon network that is supported by the
Northern California DX Foundation and the IARU. He explained recent and
planned upgrades and the many applications and uses being made of the
network.
Satellite Advisor Hans Blondeel Timmerman (PB2T) described the work of the
Satellite Frequency Coordination Panel. Steps are being taken to address the
growing number of non-amateur satellites using amateur-satellite spectrum.
Special Advisor for Emergency Communications Rod Stafford (W6ROD) ex-
plained his work representing the IARU in the ITU Development Sector
(ITU-D), particularly with regard to disaster communications, and prepara-
tions for the World Telecommunication Development Conference scheduled for
November 2021. He highlighted an opportunity to promote amateur radio in
ITU-D as a training platform for youth.
Preparations are already underway for the next World Radiocommunication
Conference (WRC) of the International Telecommunication Union (ITU), cur-
rently expected to be held in 2023. A team of some 20 IARU volunteers from
all continents led by IARU Vice President Ole Garpestad (LA2RR) is engaged
in the preparatory processes of the ITU and the regional telecommunications
organizations (RTOs). The AC reviewed a draft of preliminary IARU positions
on the WRC-23 agenda items of concern to the amateur and amateur-satellite
services. The Action Plan for the remainder of 2020 and 2021 was reviewed;
it will be subject to continual adjustment in response to the continuing
impact of the pandemic on international travel.
In 2019 a committee was formed to address the growing pressure on amateur
spectrum allocations, particularly the secondary allocations, at 144 MHz
and above. The committee reported on its work to date in defining present
and future spectrum requirements. Additional information will be sought from
the amateur community on how this spectrum is being utilized.
The AC received and discussed an in-depth report from its Working Group on
the Future of IARU and agreed to steps for evolving toward a more flexible
organization and strengthened relationships with all stakeholders in the
global amateur radio community and telecommunications ecosystem.
An application for IARU membership from the Amateur Radio Union of the
Kyrgyz Republic was received and will be submitted to the member-societies
for approval.
Noting the many ways that the global amateur radio community has responded
positively to the challenges posed by the pandemic, the AC agreed to develop
a related theme for World Amateur Radio Day, 18 April 2021.
AC members attending the meeting were IARU President Tim Ellam (VE6SH/
G4HUA), Vice President Ole Garpestad (LA2RR), Secretary David Sumner (K1ZZ),
regional representatives Don Beattie (G3BJ), Hans Blondeel Timmerman (PB2T),
Ramon Santoyo (XE1KK), George Gorsline (VE3YV), Wisnu Widjaja (YB0AZ) and
Ken Yamamoto (JA1CJP). Participating as observers were regional executive
committee members Sylvain Azarian (F4GKR), Mats Espling (SM6EAN), Jose Ar-
turo Molina (YS1MS), Jay Bellows (K0QB) and Peter Young (VK3MV), and IARU
Assistant Secretary Joel Harrison (W5ZN).
Additional virtual meetings of the AC will be scheduled in the coming
months. It is hoped that an in-person meeting can be held in October 2021.
